Advertisement and Invitation for Bids
Electronic bids addressed to the City of Pinehurst, Texas will be received ON-LINE through
CIVCASTUSA.COM; for furnishing all necessary materials, equipment, superintendence, and labor for the construction for the City of Pinehurst HMGP Contract DR-4485 FEMA Project No. 0123 Lift Station Generators until 2:00 PM., CST, on, Thursday, July 30, 2026. Bids will, immediately thereafter, be opened on CIVCAST. Any bids received after closing time will NOT BE ACCEPTED. Bids are invited for several items and quantity of work as follows,

Installation of generators at six (6) exiting lift station sites, Warbler Street, Broad Street, 33rd Street, 34th Street, Del Sasso and Highway 90 lift stations including new ATSs and all necessary appurtenances.
The Contract Documents, Specifications, and Plans may be examined at the following location: A Complete set of the bidding documents are on file at
www.civcastusa.com. There is no cost to view the plans, and printing can be done through the website. Sets of hard copies of bidding Documents will not be sold. Complete sets of bidding Documents shall be used in preparing Bids; neither Owner nor Engineer assumes any responsibility for errors or misinterpretations resulting from the use of incomplete sets of bidding Documents. Owner and Engineer, in making copies of Bidding Documents available on the above terms, do so only for the purpose of obtaining Bids for the Work and do not confer a license or grant for any other use. Also, plans can be viewed at City Hall, City of Orange, at the Office of the City Secretary and Schaumburg & Polk, Inc., 8865 College Street, Beaumont, Texas 77707.
A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Pinehurst, Texas or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.
The project to be constructed pursuant to this contract will be financed with assistance of the Hazard Mitigation Grant Program (HMGP) administered by the Texas Division of Emergency Management (TDEM) and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than the federally determined prevailing Davis-Bacon and Related Acts wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin.
The City of Pinehurst, Texas reserves the right to reject any or all bids or to waive any informalities in the bidding.
Pre-Bid Conference will NOT be held on this project. All questions shall be received through CIVCAST or in writing via email and addressed by Addendum. Questions will be received until Wednesday, July 22, 2026 at Noon, CST. Questions submitted after this time & date may not be answered.
Bids may be held by the City of Pinehurst, Texas for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
