ADVERTISEMENT AND INVITATION FOR BIDS
Electronic bids addressed to the City of Pinehurst, Texas will be received ON-LINE through
CIVCASTUSA.COM; for furnishing all necessary materials, equipment, superintendence, and labor for the construction for the City of Pinehurst 2019 Disaster CDBG-DR Contract No. 25-147-005-F359 Water System Improvements (Fire Hydrant Replacement) until 3:00PM CST on Wednesday, June 3, 2026 at the City of Pinehurst City Hall , 2497 Martin Luther King, Jr. Drive, Orange, Texas 77630. Any bids received after closing time will NOT BE ACCEPTED. The bids will be publicly opened and read aloud at 3:00PM on Wednesday, June 3, 2026 at City of Pinehurst City Hall , 2497 Martin Luther King, Jr. Drive, Orange, Texas 77630.
Bids are invited for several items and quantities of work as follows:
Furnish all materials and equipment to remove and replace 89 fire hydrant assemblies complete in place as indicated on the plans, including excavation, backfill, new fire hydrants, fittings, valves, concrete thrust blocking, grade-locks, connections and disconnection to existing water lines, appurtenances, testing and surface restoration.
The Contract Documents, Specifications, and Plans may be examined at the following location: A complete set of the bidding documents are on file at
www.civcastusa.com. There is no cost to view the plans, and printing can be done through the website. Sets of hard copies of bidding Documents will not be sold. Complete sets of bidding Documents shall be used in preparing Bids; neither Owner nor Engineer assumes any responsibility for errors or misinterpretations resulting from the use of incomplete sets of bidding Documents. Owner and Engineer, in making copies of Bidding Documents available on the above terms, do so only for the purpose of obtaining Bids for the Work and do not confer a license or grant for any other use. Also, plans can be viewed at the City of Pinehurst City Hall, 2497 Martin Luther King Jr. Drive, Orange, Texas 77630, and Schaumburg & Polk, Inc., 8865 College Street, Beaumont, Texas 77707.
A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the City of Pinehurst or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.
Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the U.S. Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin.
Pre-Bid Conference will NOT be held on this project. All questions shall be received through CIVCAST or in writing via email and addressed by Addendum. Questions will be received until Tuesday, May 26, 2026, at 12:00 PM (Noon), CST. Questions submitted after this time & date may not be answered.
The City of Pinehurst reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Pinehurst for a period not to exceed 30 / 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
