PUBLIC NOTICE

NOTICE TO PROPOSER

NOTICE IS HEREBY GIVEN THAT sealed proposals, addressed to the City of Orange, will be received at the office of the City Secretary, City Hall, 812 N. 16th Street, Orange, Texas 77630 until Wednesday, September 9, 2026, by 3:30 p.m. Any proposals received after the cut-off time will be returned unopened.
Please submit one (1) marked original and two (2) exact duplicates of your complete proposal. Proposals must be fully sealed inside an envelope when submitted. If your packet is sent via courier package, the sealed envelope must be placed inside the courier package. The proposer’s information must be clearly marked in the upper left-hand corner on the outside of both the sealed envelope and courier package. The name of the project and project number must be clearly marked on the bottom lower left-hand corner of both the envelope and courier package:

Grant Administration Professional Services MRP-GLO
The City of Orange plans to apply for the Mitigation Reallocation Program (MRP) funding from the Texas General Land Office (GLO). Accordingly, the City is soliciting proposals from qualified Administrative Service Providers to provide pre-award and post-award management services for application preparation and project implementation for an MRP contract(s), if awarded.
Respondent certifies that they are eligible to participate in this Request for Proposal and have not been subjected to suspension, debarment, or similar ineligibility determined by any federal, state, or local governmental entity. Entities ineligible for federal procurement is listed at https//www.sam.gov.
Section 3: Business Concerns, Small Business Enterprises, Minority-Owned Businesses, Women-Owned Businesses, and labor surplus firms are encouraged to submit a proposal. The City of Orange is an Affirmative Action/Equal Opportunity Employer.
The City of Orange reserves the right to reject any proposals to waive any informality in proposals received and to accept the proposal most advantageous to the City.
