ENGINEERING SERVICES PUBLIC NOTICE
RFQ-MC-2026-4
Orange County plans to apply for the SFY 2026-2027 Flood Infrastructure Fund (FIF) Program from the Texas Water Development Board (TWDB). Accordingly, the County is soliciting proposals from Texas-Registered Engineers to provide engineering services for application preparation and project implementation of a FIF grant contract, if awarded.
Please submit 3 hard copies and email a digital copy in PDF format of your proposal of services and a statement of qualifications to Attn: Orange County, 714 Polk Street, Orange, TX 77630,
mcarroll@co.orange.tx.us. Proposals must be received by the County no later than 2:00 P.M. on September 01, 2026 to be considered.
This contract is dependent upon release of funds from the TWDB. Any contract or contracts awarded under this RFQ are expected to be funded in part by a loan or grant from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a party to this RFQ or any resulting contract.
This contract is funded in part by a loan and/or grant from the TWDB under the FIF Program. The contract is subject to the TWDB Supplemental Contract Conditions for State Programs (Form TWDB-0552). Bidders must comply with all state-mandated instructions, procurement protocols, and statutory requirements outlined in TWDB-0552. The selected contractor will be required to execute a mandatory Contractor Statement of Understanding verifying that all goods and services will comply with Texas statutes, including the Use of Texas Iron and Steel (USIS) requirements, where applicable.
The County reserves the right to negotiate with any and all proposers, as per the Texas Professional Services Procurement Act (Texas Government Code Chapter 2254) and the Texas Grant Management Standards (TxGMS). In accordance with the TWDB’s State Program requirements, procurement opportunities are open equally to all qualified businesses, including small businesses and firms operating within labor surplus areas, in a non-discriminatory manner.
